Overview: The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs. The Town conducts two public forums to receive Council and community input into the annual program plan. The Council held an initial public forum on November 16, 2022 <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=5937008&GUID=D695DE36-B97F-446F-A0A9-9CFD210B3D98> and tonight is the second forum. The Council will be asked to approve a recommended annual program plan in May.

 

The CDBG Application Review Committee met on March 10, 2023 to review applications and to create a recommended funding plan (see attachment for details). 

 

Recommendation(s):

That the Council receive comments on the use of federal Community Development Block Grant program funding and the Application Review Committee’s recommended 2023-2024 CDBG Program Plan.

 

Key Issues

                     Eligible activities must serve households earning less than 80% of the area median income, or $76,400 for a household of four.

                     The total amount to allocate in this year’s plan is $629,892, including:

o                     The Town’s FY23-24 CDBG allocation of $419,225.

o                     Program Income equaling $7,338 from an annual loan repayment is included in the plan.

o                     The Town has an additional $203,329 available from prior year CDBG Grants that is recommended to be included in this year’s plan. This amount includes the current year’s unused Neighborhood Revitalization balance to be allocated to projects in this plan, and a small balance left after an acquisition and rehabilitation project was completed. 

                     We included notice of tonight’s forum and the ongoing opportunity to provide feedback on the plan in the Herald Sun on April 5, 9, 12 and 16, 2023; in the Town’s email newsletter; in the Town’s Affordable Housing and Community Connections Newsletter; on the Town’s social media; and directly to our affordable housing and community development partners.

                     The annual Community Development Program Plan, submitted to HUD, will include a summary of all comments received in writing, through an online survey, and at public forums.

                     All the proposed projects meet the CDBG eligibility requirements.

 

Fiscal Impact/Resources: The Town of Chapel Hill is a Community Development Block Grant Entitlement Community and receives an annual CDBG allocation from HUD. The Town provides CDBG funding through performance agreements with agencies that implement approved programs and services.
