Overview: We are opening the public forum for the Community Development Block Grant (CDBG) Program so the Council can receive comments from the public to guide the development of goals and funding priorities for the CDBG program plan. The Town of Chapel Hill receives an annual allocation of CDBG funding from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs. This is the first of two public forums the Town conducts during the development of a plan for use of federal CDBG funds. The Council will hold a second public forum in April 2023. The Town must submit the plan to HUD by May 17, 2023.


Recommendation(s):
That the Council receive comments on housing and community development needs for the annual Community Development Block Grant (CDBG) program plan.
Overview of the CDBG Program and Needs Assessment
* The 2023-2024 CDBG annual program plan provides an update to HUD on how the Town will work towards further meeting affordable housing and community development goals set in the 2020-2024 Consolidated Plan.
* Staff will use comments received to help develop strategic goals and funding priorities for the 2023-2024 CDBG annual program plan and will include all comments received in writing and at public forums in the final plan.
* Eligible activities, described in the attached document, must serve households earning less than 80% of the area median income, or $76,400 for a household of four in our area.
