Overview: Since the end of August 2019, staff has held community engagement opportunities on the draft Focus Area Maps and Principles. Tonight, we present an update on these engagement efforts and early community feedback on the draft Focus Area Maps and Principles. After engagement for this phase of the Project concludes, all community input will be reviewed and brought to Council. Staff requests consideration of these three revisions to the Draft Focus Area Maps and Principles to facilitate forward movement on the development of the Future Land Use Map (FLUM).

Recommendation(s): |
That the Council:
• Receive this update on the ongoing engagement efforts for the draft Focus Area Maps and Principles
• Adopt one of the attached resolutions authorizing the Town Manager to:
§ Either remove Glenn Heights from the South Martin Luther King Jr. Blvd. Focus Area or develop a new Character Type that emphasizes individual dwelling units rather than multi-unit residential buildings;
§ Investigate and return to Council with options for less prescriptive Character Types; and
§ Add parcels, adjacent to Meadowmont & Southern Village, to the appropriate Focus Area Maps.
Key Issues:
o Should the Glenn Heights neighborhood be removed from the South Martin Luther King Jr. Focus Area?
o Should parcels adjacent to Meadowmont and Southern Village be added to the appropriate Focus Area Maps to facilitate conversation about the desired futures for these parcels?
o Should staff be directed to investigate redefining the Character Types and return to Council with options for less prescriptive Character Types?

A RESOLUTION authorizing the Town Manager to make revisions to the draft Focus Area Maps and Principles (2019-10-02/R-4)
WHEREAS, on April 5, 2017, the Town Council initiated a project to Rewrite the Town’s Land Use Management Ordinance (LUMO) and requested that the ordinance rewrite process begin with an effort to refine the Town’s Future Land Use Map (FLUM); and
WHEREAS, the Town Council has, for the past year and half, worked to produce a draft Future Land Use Map in order to communicate a vision for Chapel Hill in 2049; and
WHEREAS, on June 26, 2019, the Council authorized the Town Manager to engage with the community on the draft Future Land Use Map, which includes the Focus Area Maps and Principles; and
WHEREAS, during community engagement regarding the draft Focus Area Maps and Principles, staff received preliminary community input that should be considered by the Council in order to facilitate forward movement on the development of Future Land Use Map.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager:
to remove Glenn Heights from the South Martin Luther King Jr. Blvd. Focus Area;
to investigate and return to Council with options for less-prescriptive Character Types; and,
to add parcels adjacent to Meadowmont and Southern Village to the appropriate Focus Area Maps.
