That the Council make appointments to the Planning Commission for three Town seats. Orange County Board of Commissioners may make appointments to two Extraterritorial Jurisdiction seats by June 3, 2022. If they do not receive applicants and make appointments, then the Council may appoint Town residents to those seats in June.

SUBJECT: Recommendation for the vacancy(s)
DATE: April 29, 2022
RECOMMENDATION: The Council Committee: Planning Commission Interviews met on Monday, April 25, 2022 at 9 AM and on April 29, 2022 at 8:45 AM and made the following recommendation(s) to the Town Council for consideration:
• Chuck Mills, Appointment, Town Resident (to fill current vacancy)
• Nikolaus Reasor, Appointment, Town Resident (to fill current vacancy)
• Defer Appointment, Town Resident (to fill seat term ending June 30)
SPECIAL REQUEST(s): The Committee recommends leaving the third position open until June. The committee notes that Kulwadee Yung may have a conflict and will confirm her availability later in May.
Orange County Board of Commissioners may make appointments to two Extraterritorial Jurisdiction seats by June 3, 2022. If they do not receive applicants and make appointments, then the Council may appoint Town residents to those seats in June.
The Committee wil meet on June 6 at 9 AM to review any additional applications and make a recommendation for all outstanding vacancies.
BACKGROUND: The Council Committee interviewed Robert Beasley, Jay D’lugin, Nikolaus Reasor, and Kulwadee Yung. James Faron and Chuck Mills confirmed their interest in the Commission but were unable to attend the interview committee meetings.
The Committee recommends Chuck Mills by a unanimous vote. He provides perspectives from living downtown, uses multimodal transportation and is an affordable housing advocate.
The Committee recommends Nikolaus Reasor by a 2-1 vote. He brings a young perspective, and his undergraduate and upcoming graduate school (Urban Planning) work will complement the Commission’s work.
The Committee recommends leaving the third position open until June.

Note: Communications and Public Affairs notes that the Planning Commission reviewed the following applications: Robert Beasley, Ian Bowater, Jay D’lugin, James Faron, Chuck Mils, Nikolaus Reasor, Kulwadee Yung. One additional application was received between April 19, 2022 and April 27, 2022 for the Planning Commission and was since withdrawn. James Bartow and Robert Beasley both have withdrawn their application.
