Overview: Council may enact amendments to the Code of Ordinances intended to support the Vision Zero resolution (2021-10-13/R-2). The proposed changes signal the Town’s commitment to Vision Zero and safe speeds on our roads. The changes include making 25mph the default Town speed limit; decreasing the speed limit on two Town roads; establishing school zones at all Chapel Hill-Carrboro-City Schools in the Chapel Hill jurisdiction and setting a 20mph speed limit within those zones; authorizing the use of Neighborhood Slow Zones, which are community-driven neighborhood-wide traffic calming measures; and adding a dooring ordinance to the Town Code.

 

Recommendation(s):

That the Council enact amendments to the Code of Ordinances related to the Vison Zero resolution.

 

Fiscal Impact/Resources: There are limited fiscal impacts associated with the amendments to the Code of Ordinances. School Zones and speed limit changes will require new signs and street markings
