Overview: Adoption of the attached resolution would establish the Town Council's position on proposed local and statewide legislative initiatives which have been identified as of interest to the Council. If adopted, the resolution would be forwarded to the members of the North Carolina General Assembly whose legislative districts encompass some part of the Town's corporate limits.

On February 28, 2018, the Council held a public forum on the budget and related matters. At that forum the two proposed local bills identified below were mentioned. No public comment was received on either.

The Council met with the local Legislative Delegation on April 3, 2018, to discuss potential legislation of local and statewide interest. As a result of that conversation, the attached resolution has been drafted to include the following legislative requests:

1. A request for a local bill to permit the Town to forego newspaper publication of public hearing notices. This request would be for legislation similar to that granted to other local governments over the past several years.
2. A request for a local bill to expand investment options for funds accumulated to pre-fund post-employment benefit contributions.
3. Support for statewide legislation which might be proposed which would enhance the opportunities for citizens to voluntarily surrender firearms to local law enforcement and allow local law enforcement to destroy the firearms.

As other issues arise during the course of the upcoming session of the General Assembly, the Council may adopt further resolutions establishing its position to share with state elected officials.


Recommendation(s):
That the Council modify the proposed resolution as it deems appropriate and adopt it for forwarding to local members of the General Assembly.
