Approve the Sale of Parking Pay Stations to the City of Raleigh.

Overview: The City of Raleigh has offered to purchase Chapel Hill's Duncan Pay Stations, which are being replaced with Parkeon Pay Stations. Sale of this equipment by the Town to another governmental unit is permitted under N.C. G.S. Sec. 160A-274 upon approval by the Town Council, which is an exception to the normal process of Council declaring equipment obsolete prior to the equipment going to auction. The lot, 42 pay stations, will be sold in one batch to the City of Raleigh for $15,000. Duncan Pay Stations are no longer manufactured and the City of Raleigh has a need for parts and to further supply their current operations.
Recommendation(s):
That the Council approve the sale of equipment to the City of Raleigh for $15,000
Fiscal Impact/Resources: Revenue from funds received for Pay Stations will go to Parking General Operations fund. The amount of $15,000 was determined by accessing the current value of the Duncan Pay Station using previous sales at auctions and cost of parts. The Duncan Pay Stations are no longer being manufactured, and parts are not available for purchase other than finding used systems. Need is not abundant for these pay stations as they are not supported by new technology.

WHEREAS, the Town of Chapel Hill is purchasing new Parkeon Pay Stations for on-street and off-street parking; and
WHEREAS, the Chapel Hill Duncan Pay Station equipment that is to be replaced will no longer be used; and
WHEREAS, the City of Raleigh is in need of Duncan equipment to meet their parking needs;
