Overview: The Town's Homestead Road Sidewalk Project includes construction of 10' wide sidewalks and bike lanes on both sides of the road between the intersections with Seawell School Road and Weaver Dairy Road Extension. Approval of the attached Municipal Agreement with the North Carolina Department of Transportation (NCDOT) will make available up to $1,040,000 of federal Surface Transportation Block Grant Direct Attributable (STBGDA) funds for reimbursement to the Town for project construction.


Recommendation(s):
That the Council adopt a resolution authorizing the Town Manager to enter into a Municipal Agreement with NC Department of Transportation (NCDOT) and enact the attached project ordinance amendment to accept the federal STBGDA funds for construction of the Homestead Road Sidewalk Project.
Key Issues:
* On October 10, 2016, the Town Council authorized the Town Manager to proceed with design and construction of several high priority sidewalk projects1, including the Homestead Road Sidewalk Project.
* Town staff, along with the Town's consultant (Kimley Horn and Associates) have developed 90% design plans.
* Recently, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) approved the use of up to $1,040,000 in federal funds from NCDOT for the Homestead Road sidewalk project construction.
* Pending approval of the Municipal Agreement with NCDOT, Kimley Horn will complete 100% design plans and NCDOT will complete the required project review.
