Overview: The Town annually receives Housing Capital Fund grant funds from the U.S. Department of Housing and Urban development (HUD) for comprehensive renovations and improvements in our public housing neighborhoods. On April 16, we received notification from HUD that the FY 2019-2020 award is $821,793. This amount is approximately 5% (39,550) more than the 2018-2019 allocation.

Recommendation(s): |
That the Council:
1. Adopt the attached resolution approving the recommended 2019-2020 Capital Fund program Plan;
2. Enact the attached ordinance establishing the budget for the Capital Fund program Plan;
3. Authorize the Town Manager to submit the 2019-2020 Annual Plan to the U.S. Department of Housing and Urban Development.
Summary of Recommended Plan:
The recommended plan is based on an anticipated grant amount of $821,793 to be allocated as follows:
• Public Housing Renovations $639,793
o Renovations and repairs designed to renovate, preserve, and protect our aging Public Housing units. This includes, but is not limited to, siding, roofing, interior cabinetry, interior doors, exterior doors, appliance upgrade, and exterior windows
• Public Housing Master Plan $50,000
o Continued contractual relationship with David Paul Rosen & Associates to assist our efforts to secure a developer for Phases I & II of the Rental Assistance Demonstration (RAD) conversion. HUD authorizes use of up to $50,000 each year to prepare for a RAD conversion project.
• Professional Services $50,000
o Services that assist with management of our properties including translation services, consultants, engineers and landscapers.
• Administrative Cost $82,000
o Funds would be used for administration and coordination of the grant.
Key Issues:
• In February 2019, Housing staff met with residents of public housing to receive comments and suggestions on the use of the Capital Fund grant. Thirty-four residents attended the meeting and interpretation services were provided.
• We mailed a survey to all residents inviting them to suggest uses for the Capital Fund Program. The surveys were offered in English, Burmese, and Karen. Thirty-four surveys were completed and returned. This is approximately 11% of head of households (296).
• Staff considered the comments received during the meeting on February 21, 2019; survey responses; and input received during the Public Housing Master Plan meetings held in December 2018 and January 2019 to develop the recommended activities.
• Use of the funds as proposed is consistent with the preliminary recommendations for improvements identified in the Public Housing Master Plan.
Next Steps
• If approved by the Council, we would submit the Annual Plan to HUD by April 25, 2019

By adopting the resolution, the Council approves the recommended 2019-2020 Capital Fund Program Plan and authorizes the Town Manager to submit the 2019-2020 Annual Plan to the U.S. Department of Housing and Urban Development.
