Overview: The Orange County Partnership to End Homelessness <https://www.ocpehnc.com/> was established in 2008 to coordinate funding and activities to end homelessness in Orange County. A Memorandum of Understanding (MOU) was created to outline the roles and responsibilities of the partner jurisdictions of Orange County and the Towns of Chapel Hill, Carrboro, and Hillsborough. This item proposes to update the existing MOU to clarify the current structure, roles, and responsibilities of the Partnership. It is anticipated that the Executive Team and staff will be discussing the overall structure and work of the Partnership in the coming year and additional revisions may be necessary. However, to ensure the Partnership is operating in compliance, the Executive Team is proposing bringing these changes forward now.

That the Council approve the updated Memorandum of Understanding.
Background:
• In April 2008, the Orange County Board of Commissioners, Chapel Hill Town Council, Carrboro Board of Aldermen, and Hillsborough Board of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness and entered into a memorandum of understanding to fund a Partnership Coordinator position and support the Plan’s implementation by the Orange County Partnership to End Homelessness.
• In November of 2014, the Town Council authorized an update to the MOU to reflect how the Orange County 10-Year Plan to End Chronic Homelessness had evolved to become an on-going program, which the Partnership to End Homelessness was playing a key role in implementing.
• Since establishing the MOU, the Partnership has grown to now include a Homeless Programs Manager, a Housing Access Coordinator, and a Homeless Programs Coordinator and the existing MOU needs to incorporate this and other relevant updates to accurately reflect the work and structure of the Partnership.
• The staff proposes an initial one-year term for the revised MOU, thus allowing the parties to address issues that have been raised recently by the Town Council.
Fiscal Impact: The MOU commits the County and municipalities to ensure funding for the Homeless Programs Manager, Housing Access Coordinator, and Homeless Programs Coordinator positions and operating expenses, if such funding is available. The FY2023 funding allocation for these positions and operating expenses would be $96,428 based on the funding formula outlined in the revised MOU. The Chapel Hill Town Council has also committed an additional $126,000 to support the SOHRAD program for FY ‘23.

A RESOLUTION TO AUTHORIZE THE MAYOR TO EXECUTE A REVISED MEMORANDUM OF UNDERSTANDING WITH THE ORANGE COUNTY PARTNERSHIP TO END HOMELESSNESS (2022-06-15/R-5)
WHEREAS, in April 2008, the Orange County Board of Commissioners, Chapel Hill Town Council, Carrboro Board of Aldermen, and Hillsborough Board of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness and entered into a memorandum of understanding to fund a Partnership Coordinator position and support the Plan’s implementation by the Orange County Partnership to End Homelessness; and
WHEREAS, in November 2014, the 2008 memorandum of understanding was revised to better reflect how the Orange County 10-Year Plan to End Chronic Homelessness had evolved and to more accurately describe the structure of the Partnership to End Homelessness and its role in coordinating homeless program services in the County; and
WHEREAS, the Partnership to End Homelessness has grown to now include a Homeless Programs Manager, a Housing Access Coordinator, and a Homeless Programs Coordinator; and
WHEREAS, other relevant updates to the memorandum of understanding are needed to accurately reflect the work and structure of the Partnership.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Mayor to execute a revised Memorandum of Understanding with the Orange County Partnership to End Homelessness, as described in the June 15, 2022 meeting materials.
BE IT FURTHER RESOLVED the Town Council intends to further explore the ongoing structure for the Partnership to End Homelessness and the future approach to ending homelessness in Orange County.
