MEMORANDUM

 

TO:                     Mayor and Town Council

 

FROM:                     Pamela Schultz, Chair, Stormwater Management Utility Advisory Board

 

SUBJECT:                     Recommendation for Board vacancies

 

DATE:                     October 27, 2020

 

 

RECOMMENDATION: The Stormwater Management Utility Advisory Board (Board) met on Tuesday, October 27, 2020 via Zoom and, by a unanimous vote (8-0), made the following recommendations to the Town Council for consideration:

 

                     Janet Clarke, Appointment, UNC Seat

                     Pamela Schultz, Reappointment, Residential Seat

                     Stephan Hearn, Reappointment, Residential Seat

 

 

SPECIAL REQUEST(s):  None

 

BACKGROUND: Ms. Clarke works as a Stormwater Specialist in UNC’s Environment, Health, and Safety Department. She is very familiar with the MS4 NPDES permit requirements and her responsibilities are focused on regulatory compliance, pollution prevention (e.g., erosion and sediment control, illicit discharges), and education and outreach. Ms. Clarke has worked collaboratively with Town Stormwater staff. Ms. Hoyt, the current UNC representative, noted that traditionally the UNC seat has been held by someone who works for the University in the stormwater management program.  Ms. Hoyt highly recommended Ms. Clarke for appointment to the UNC seat.

A Board member observed that Ms. Schultz has done a really good job of representing the interests of residents and businesses to the Council and has been a strong advocate of the stormwater management program and the Board.

Mr. Hearn completed his environmental science degree from UNC with a focus on water and climate during his tenure on the Board. A Board member noted that Mr. Hearn represents somebody a little younger than most of the Board members and he has grown into his role on the Board.

Ms. Schultz’s and Mr. Hearns’s experience and continuity as Board members are valued assets to the Stormwater Management Utility Advisory Board and the Board recommends their reappointment.

Board members thought the remaining two applicants had good qualifications and would encourage them to reapply for any future vacancies on the Stormwater Advisory Board

No additional applications have been received between October 27, 2020 and November 11, 2020 for the Stormwater Management Utility Advisory Board.
