Staff recommend that Council hold a public hearing to discuss the draft Land Use Management Ordinance (LUMO) and receive public comment.

LEGISLATIVE CONTEXT*
Development regulations adopted under the Town’s planning and zoning authority must be adopted by ordinance. N.C. Gen. Stat. § 160D-601.
BACKGROUND AND CONTEXT*
This meeting marks the beginning of Council’s official deliberations on an updated LUMO. Over the last several years, Council has held 23 meetings to discuss the updated LUMO.
The draft LUMO presented for Council’s consideration includes several revisions that were made by staff since the original draft LUMO was published in July 2026. The most significant of these revisions are outlined in the attached “Revision Guide.”
COMPLETE COMMUNITY CONNECTION
The LUMO Update is an opportunity to implement various elements of the Town’s Comprehensive Plan, with the Complete Community Strategy at the forefront.
COMMUNITY ENGAGEMENT
Since the draft LUMO was published in July 2026, staff have hosted multiple opportunities for members of the public to learn about and comment on the draft LUMO:
• 10 public “office hour” sessions at the Chapel Hill Public Library and Hargraves Community Center.
• 5 tabling sessions at Town events or in conjunction with other Planning Department projects.
• 4 open houses at the Chapel Hill Public Library.
Staff also solicited feedback on the draft LUMO online. We received comments via email and in a version of the draft LUMO that was hosted on the LUMO project website. Emails and comments left in the draft document are attached.
