Overview: There has been much discussion about the impact of development in our community. We completed a similar study in 2011, and there has been a conversation about updating that work in recent years. This proposal is to initiate a new fiscal impact on land use by development type.

Recommendation(s): |
That the Council considers authorizing a Cost of Land Uses Fiscal Impact analysis and enacts the attached budget ordinance appropriating FY 2022 excess fund balance for the study.

• This study would provide an update on the impacts on development types.
• The study could provide insight into budgetary needs as the Town continues to grow
Key Issues:
• A more vital understanding of the fiscal impacts of different land use types.
• A better understanding of development on the Town’s budget.
Fiscal Impact/Resources: Adopting the resolution would authorize the town to proceed with the cost of land uses fiscal impact analysis with an estimated cost is $70,000. Staff recommends using FY 2022 excess fund balance for the study.

A RESOLUTION AUTHORIZING A COST OF LAND USES FISCAL IMPACT ANALYSIS (2023-01-11/R-11)
WHEREAS, Residents have questioned different types of development in our community and the impact on government services; and
WHEREAS, there has been a long-running conversation about how different types of development affects local government budgets through services provided; and
WHEREAS, the Town Council desires to understand these development decisions’ effect on Town services; and
WHEREAS, this study can provide short-term guidance on land use and Town budgets
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to proceed with a Cost of Land Uses Fiscal Impact Analysis study to help provide a better understanding of development on the Town’s budget.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2022” (2023-01-11/O-1)
BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2022” as duly adopted on June 8, 2022, be and the same is hereby amended as follows:
