Overview: The Community Engagement Consultant has been selected by staff from Chapel Hill, Carrboro, and Orange County for work on the Greene Tract. The County will hold the contract with the consultant with Orange County and Chapel Hill contributing 43 percent each and Carrboro contributing 14 percent of the total cost. The three jurisdictions have an Interlocal Agreement in place detailing the future uses of the Greene Tract property to include affordable housing and mixed income housing as well as future school site and public recreation space.

 

 

Recommendation(s):

That the Council adopt the resolution supporting Orange County’s procurement of professional services to conduct community engagement in the development of a Master Plan for the Greene Tract.

 

Discussion:

                     Orange County will be the contracting agency.

                     The property is located within Chapel Hill’s jurisdiction and any entitlements of the property would be approved by the Council.

 

Key Issues:

                     The consultant will work with staff from the three jurisdictions to develop and lead community engagement strategies for the development of the Greene Tract Master Plan.

                     Expected completion of the project is December 2024.

 

Fiscal Impact/Resources: The total contract amount is $360,000, which includes approximately $50,000 for community stipends as part of an equity-centered engagement strategy. The consultant will work with the three jurisdictions to develop a compensation strategy. Chapel Hill’s share of the contract, based on the agreed upon split of 43/43/14 percent, is $154,800. Chapel Hill’s share of the project costs were part of the FY 2023 excess fund balance appropriation and these funds were carried over to the FY 2024 budget.

A RESOLUTION SUPPORTING ORANGE COUNTY’S CONTRACT WITH A COMMUNITY ENGAGEMENT CONSULTANT FOR THE GREENE TRACT (2023-09-27/R-10)

 

WHEREAS, The Town of Chapel Hill has worked with its partners of Orange County and Town of Carrboro regarding development of a Master Plan for the Greene Tract; and

 

WHEREAS, the Town of Chapel Hill, the Town of Carrboro, and Orange County have an Interlocal Agreement dated June 21, 2021 regarding current and future use of the jointly owned Greene Tract; and


WHEREAS, the agreement details the priorities and process for consideration of development of the Greene Tract; and

 

WHEREAS, the agreement details the financial responsibility for all costs associated with implementation of the agreement for each party; and

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council adopt the resolution providing their support to the Orange County Commissioners entering into a contract with the community engagement consultant.
