Overview: Consider adopting a resolution of support for the Orange County Board of Commissioners to proceed with consulting services for developing the Greene Tract Master Plan.


Recommendation:
That the Council adopt a resolution of supporting the Orange County Board of Commissioners proceeding with hiring a firm to develop the Greene Tract Master Plan.

Decision Points:
* Orange County will be the contracting agency
* Chapel Hill, Orange County, and Carrboro have an Interlocal Agreement detailing the future uses of the Greene Tract property to include affordable housing, mixed income housing, a future school site, and public recreation space.
* The property is located within Chapel Hill's jurisdiction, and any entitlement of the property would be approved by the Chapel Hill Town Council.

Key Issues:
* Staff from the three jurisdictions reviewed and selected a preferred consultant.
* The preferred consultant will work closely with staff and the community engagement consultant, Gensler Associates.
* Expected completion of the Master Plan project is December 2024.

Fiscal Impact/Resources: The maximum amount currently proposed for the master plan design services is $204,000. Chapel Hill's share is 43 percent of this or $87,720. The Town's share of the project costs were part of the FY 2023 excess fund balance appropriation and these funds were carried over to the FY 2024 budget. Staff from the three jurisdictions are working with the preferred consultant to possibly reduce the total costs.
