Overview: Receive an update on the Municipal Services Project and consider a new location at University Place.

Recommendation(s): |
That the Council receive this update and authorize the Town Manager to explore a business arrangement and options for approval under the Town’s Land Use Management Ordinance.
Key Issues:
• The site on Estes Drive Extension is no longer an option for the Municipal Services Center.
• Town staff has evaluated other options for locating the project and would like to receive the Council’s guidance on next steps.
Fiscal Impact/Resources: The Town currently has funding earmarked for this phase of work, from the sale of the Old Library at 523 E. Franklin Street. Construction of the project will require an installment financing supported by the new building and will use a portion of the Parks and Recreation Facilities bonds to pay for the portion of the building used for Parks & Recreation Administration.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXPLORE A BUSINESS ARRANGEMENT AND OPTIONS FOR LOCATING THE MUNICIPAL SERVICES CENTER AT UNIVERSITY PLACE (2019-06-12/R-11)
WHEREAS, the previous site for the Town’s Municipal Services Center is no longer an option for the Municipal Services Center project; and
WHEREAS, the Town staff has evaluated new locations for the Town Council to consider; and
WHEREAS, the Town staff presented a potential location at University Place that would require further exploration with the property owners.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to explore a business arrangement and options for approval of a Municipal Services Center at University Place under the Town’s Land Use Management Ordinance.
