minutes if more than 14 speakers). Large groups are asked to select a  
spokesperson. Council does not act or deliberate on items raised during this

CONSENT  
All items on the Consent Agenda are considered routine, to be enacted by one  
motion without discussion. Council member(s) may request discussion of an  
item. If such motion passes, then the item is removed from consent and  
considered separately.  
Approval of the Consent Agenda  
A motion was made by Council Member Ryan, seconded by Council  
Member Miller-Foushee, to approve the Consent Agenda. The motion  
carried by a unanimous vote.

The Council adopted R-1, which authorizes the Town Manager to  
execute development contracts for the development of the  
Horizons Building and the Supportive Housing Building in the  
Homestead Gardens Affordable Housing Development.

The Council adopted R-2, which authorizes the Town Manager to  
execute a ground lease for the development of the Horizons  
Building in the Homestead Affordable Housing Development.  
The Council adopted R-3, which authorizes the Town Manager to  
execute a ground lease for the development of the Supportive  
Housing Building in the Homestead Gardens Affordable Housing  
Development.

The Council adopted R-4, which extends the term of a Historic  
District Commission member to support quorum.  
The Council adopted R-5, which extends the terms of two  
Planning Commission members to support completion of the  
LUMO rewrite.

The Council approved the meeting minutes for May 13 and 20,

A motion was made by Council Member Miller-Foushee,  
seconded by Mayor pro tem Berry, that the Council enact O-1,  
which establishes a town budget for the fiscal year beginning  
July 1, 2026. The motion carried by a unanimous vote.  
A motion was made by Council Member Ryan, seconded by  
Council Member Miller-Foushee, that the Council open the public  
hearing. The motion carried by a unanimous vote.  
A motion was made by Council Member McMahon, seconded by  
Mayor pro tem Berry, that the Council close the public hearing.  
The motion carried by a unanimous vote.
