Approve the Proposed 2023-2024 Capital Fund Expenditures for Public Housing.

Overview: The U.S. Department of Housing and Urban Development (HUD) awarded the Town $1,168,203 of Public Housing Capital Fund Grant funds for 2023-2024. The Town plans to use funds to renovate units consistent with our Public Housing Master Plan, to replace staff vehicles, and to provide staff training and development.
Recommendation(s):
That the Council adopt the resolution approving the proposed 2023-2024 Capital Fund expenditures for Public Housing, and authorize the Town Manager to submit this Annual Action Plan to HUD.
Fiscal Impact/Resources: Adoption of the resolution would allocate funds for eligible Capital Grant Fund activities.

A RESOLUTION APPROVING ACTIVITIES FOR THE 2023-2024 CAPITAL FUND PROGRAM (2023-10-11/R-2)
WHEREAS, THE Town has received confirmation of the 2023-2024 Capital Fund Grant by the U.S. Department of Housing and Urban Development; and
WHEREAS, THE 2023-2024 Capital Fund Grant will provide $1,168,203 for the renovation and preservation of Chapel Hill Public Housing properties.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that based on the Town's estimated allocation of $1,168,203 of Capital Funds Grant funds the Capel Hill Town Council approves the following 2023-2024 Capital Grant Program Plan:

* Miscellaneous Contracted Services $400,000
* Small Equipment $345,497
* Administrative Cost $116,820
* Vehicle replacement $130,886
* Professional Services $100,000
* Training & Development $50,000
* Relocation Costs $25,000
