Overview: The Council established the Booker Creek Working Group in 2021 and offered the following guiding questions for the group to consider:

1. Where is it flooding in our community and by how much? (in layman's terms - 6 inches, etc) How many homes, streets & businesses?
2. What ideas can help reduce flooding during big storm events - and by how much?
3. How to get the community engaged on their own properties with stormwater reduction
4. How long do you think it will take to come back with short term & long term ideas?
5. Who is not at the table and what expertise are you still needing?
6. What role do our existing bottomland forests play in mitigating large stormwater events?

In response, the Working Group met 13 times and developed the attached report.


Recommendation(s):
That the Council:
* Receive and refer the Final Report from the Booker Creek Working Group to the Manager and the Stormwater Management Utility Advisory Board for review and community engagement.
* Adopt the resolution thanking the members of the Booker Creek Working Group members for their work.

Next Steps:
* In additional to providing its recommendations, we recommend that staff work with the Stormwater Management Utility Advisory Board to develop a community engagement plan to receive feedback on the Working Group's recommendations.
* We recommend that the Stormwater Management Utility Advisory Board return to the Council in the fall with an update on its efforts.

Fiscal Impact/Resources: There is not a fiscal impact associated with receiving this report.
