Overview: The Town of Chapel Hill was awarded federal funds to design and construct bicycle and pedestrian improvements on Estes Drive Extension between Martin Luther King Jr. Blvd. and the Chapel Hill/Carrboro jurisdictional border. Approval of the attached Municipal Agreement with the North Carolina Department of Transportation (NCDOT) will make $3,601,000 of federal Transportation Alternatives Program (TAP) funding available. With the last issuance of the 2015 Streets and Sidewalks Bond, the Town now has the $900,250 local match necessary to execute the agreement with NCDOT and initiate design of the project.


Recommendation(s):
That the Council adopt a resolution authorizing the Town Manager to enter into a Municipal Agreement with NCDOT and enact the attached project ordinance amendment to recognize and appropriate the federal TAP funds for design and construction of the Estes Drive Extension bicycle and pedestrian improvements.

Key Issues:
* The Town submitted the Estes Drive Extension project to the SPOT 4.0 state prioritization process in 2016 and it was included for funding in the 2018-2027 State Transportation Improvement Plan (STIP).
* The project funding is split 80% federal ($3,601,000) and 20% local ($900,250).
* The Town of Carrboro also has federal funding to do bicycle and pedestrian improvements from the jurisdictional border to the N. Greensboro St. roundabout.
* If ARPA funding is approved for Bolin Creek Greenway extension, staff anticipates designing the projects together for time and cost efficiency and to ensure the best possible connection between the facilities.
