Overview: Parks and Recreation will be purchasing an autonomous field painting machine (Turf Tank). The Turf Tank is manufactured by a sole source (Turf Tank Inc.) for a purchase price of $62,500. The Turf Tank is battery operated. This type of sole source purchase must be approved by the governing board pursuant to N.C.G.S. 143-129(e)(6) <https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_143/GS_143-129.pdf>.

 

Recommendation(s):

That the Council authorize the Town Manager to negotiate and execute a sole source contract to purchase an autonomous paint machine and supplies for the Parks and Recreation Department.

 

Decision Points:

                     By purchasing the autonomous field painting machine (Turf Tank), Park Maintenance Staff will be much more efficient with their workload. The Turf Tank would give us the opportunity to work on and enhance other areas of our athletic facilities that we currently get behind on during this part of the year due to the time spent laying out and painting fields.

                     One person can layout and paint a youth soccer field in roughly 22 minutes with the Turf Tank, while it currently takes 3 staff members, 2-2.5 hours per staff member for a total of 6 - 7.5 staff hours to layout and paint a field.

                     The Turf Tank, which is battery operated, would also be more environmentally friendly and would replace the current gas operated paint machine.

 

 

Fiscal Impact/Resources: The Turf Tank’s initial purchase price is $62,500 and were allocated for the purchase through the excess fund balance. The paint that the Turf Tank uses cost less than the current paint we are purchasing for the gas operated paint machine.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE A SOLE SOURCE CONTRACT FOR AN AUTONOMOUS PAINTER AND SUPPLY PURCHASES WITH TURF TANK (2023-04-19/R-3)

 

WHEREAS, the Town of Chapel Hill uses paint machines to line athletic fields; and

 

WHEREAS, need to continue to meet the standard by replacing the current paint machine; and

 

WHEREAS, the replacement PAINT MACHINE equipment and supplies provided by Turf Tank Inc. who is the sole provider of this equipment for the Town; and

 

WHEREAS, sole source purchases must be approved by the governing board of a political subdivision of the State pursuant to N.C.G.S. 143-129(e)(6) <https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_143/GS_143-129.pdf>.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to negotiate and execute a sole source contract to purchase an autonomous paint machine and supplies for the Parks and Recreation Department.
