Overview: Chapel Hill Transit’s stops are often the public’s first interaction with the Town’s transit service. It is important that the bus stops are accessible, identifiable, safe, and comfortable.  White Oak Construction of New Hill is the lowest responsive bidder for bus stop and site amenity improvements within the Town of Chapel Hill and Carrboro. Improvements include clearing, grading, concrete pads, sidewalks, amenities (ex. shelters, benches), traffic control, and other related items at 17 stops.

 

Recommendation(s):

That the Council adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, White Oak Construction of New Hill, in the amount of $592,630.

 

Key Issues:

                     Chapel Hill Transit (CHT) plays a critical role in achieving the Town’s goals for a more connected and inclusive community.

                     To help accomplish these goals, CHT staff assessed the system’s 500+ bus stops in 2017 in Chapel Hill, Carrboro, and on the campus of the University of North Carolina at Chapel Hill, identifying necessary improvements.

                     Many of CHT’s stops and shelters were installed prior to adoption of the Americans with Disabilities Act (ADA) in 1990.

                     CHT’s stops are often the public’s first interaction with the Town’s transit service. It is important that the bus stops are accessible, identifiable, safe, and comfortable.

                     CHT stops also contribute to community placemaking and streetscapes, including the ongoing collaboration with the Town’s Community Arts & Culture Division, making daily commutes more vibrant, enhancing access to public art, and showcasing local and regional artists.

                     The 2017 assessment findings indicate that many of CHT’s stops require accessibility improvements and upgrades to comply with federal law.

                     Transit staff developed a bus stop improvement plan based on these findings and consultation with the Transit Partners Committee. The following improvement priorities were identified:

o                     Upgrade existing stops with shelters to meet ADA requirements (CHT currently has 120 shelters units at 100 stop locations).

o                     Coordinate stop improvements with existing development projects and/or planned sidewalk/greenway improvements.

o                     Address safety and customer concerns.

o                     Target improvements on routes serving public and affordable housing and community services.

                     The Bus Stop Improvements project will improve approximately 17 high-priority stops (based on the criteria described above), including clearing, grading, concrete pads, sidewalks, installing amenities traffic control, and other related items.

                     The Town solicited formal bids for bus stop improvements on the Town website and received 2 responsive bids. White Oak Construction (New Hill, NC) was determined to be the lowest responsive, responsible bidder.

                     CHT provides publicly available updates on bus stop improvements on the website: (<https://www.townofchapelhill.org/government/departments-services/transit/bus-stop-upgrades>). We will also provide updates on the social media channels and share information with Town’s Communications and Public Affairs Department for distribution.

Fiscal Impact/Resources: The proposed bus stop improvements list (approx. 17 stops in Chapel Hill Transit’s service area) includes funding from Chapel Hill Transit’s FY23 budget in the amount of $592,630.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH WHITE OAK CONSTRUCTION OF NEW HILL IN AN AMOUNT OF $592,630 FOR CHAPEL HILL TRANSIT BUS STOP IMPROVEMENTS (2023-03-22/ R-2)

 

WHEREAS, the Town of Chapel Hill solicited formal bids for bus stop improvements on the Town website on February 8, 2023, in accordance with G.S. 143-129; and

 

WHEREAS, two responsive bids were received and opened on February 22, 2023; and

 

WHEREAS, the responsive bids were evaluated, and White Oak Construction of New Hill was determined to be the lowest responsive, responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, White Oak Construction of New Hill, in an amount of $592,630.
