Overview: The Town Council approved the Complete Community Framework on December 7, 2022. Staff proposes incorporating the adopted Complete Community Framework as an element of the Comprehensive Plan.

Recommendation(s): |
That the Council adopt the resolution calling a legislative hearing to amend the Town’s Comprehensive Plan on April 19, 2023.
Key Issues:
The proposed revisions would:
• Update the Town’s Comprehensive Plan with the Complete Community Framework as a guiding vision.
• Update the Town’s Comprehensive Plan to include an Everywhere to Everywhere Greenways Plan.
• Update the Town’s Comprehensive Plan to include a Natural Areas Map

A RESOLUTION CALLING A LEGISLATIVE HEARING TO UPDATE THE tOWN’S COMPREHENSIVE PLAN TO INCLUDE THE COMPLETE COMMUNITY FRAMEWORK FOR APRIL 19, 2023 (2023-01-25/R-6)
WHEREAS, there has been concern in the community that Chapel Hill does not have enough land to accommodate its future housing needs; and
WHEREAS, Chapel Hill currently has an unsustainable, land-intensive approach to growth; and
WHEREAS, better land use planning requires clearly identified and protected Natural Areas and a shift away from auto-oriented development; and
WHEREAS, better land use planning requires the protection of Natural Areas, a clear plan for the provision of local, community-based parks, denser housing forms, a high quality pedestrian public realm, and a greater mix of uses in close proximity; and
WHEREAS, the Chapel Hill Complete Community Framework outlines a plan to grow in keeping with a larger vision and a broad set of shared objectives that have been generated through a consensus building process; and
WHEREAS, a state of the art Everywhere to Everywhere Greenway Plan is needed to deliver on the promise of a more sustainable and inclusive Chapel Hill that provides a diversity of housing options and true Active Transportation choices; and
WHEREAS, on December 7, 2022, the Council of the Town of Chapel Hill accepted the Complete Community Framework and began implementing the vision by initiating an update to the Town’s Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council calls a Legislative Hearing for consideration of an update to the Town’s Comprehensive Plan to include the Complete Community Framework on Wednesday, April 19, 2023, at 7:00 p.m. in the Council Chamber, Town Hall, 405 Martin Luther King, Jr. Blvd.
