MEMORANDUM

TO: Mayor and Town Council

FROM: Sue Burke, Stormwater Management Utility Advisory Board liaison

SUBJECT: Recommendation for the vacancy(s)

DATE: September 27, 2022

RECOMMENDATION: The Stormwater Management Utility Advisory Board (Board) met on Tuesday September 27, 2022 and agreed unanimously to make the following recommendation(s) to the Town Council for consideration:

                     Neal Bench, Appointment, Residential Property Owner

                     Rachel Willis, Appointment, Business/Commercial/Non-profit

SPECIAL REQUEST(s):

Mr. Evan Kirk was appointed by the Town Council to a Business/Commercial/Non-profit seat at its May 19, 2021 meeting; Mr. Kirk began his term on the Board on July 1, 2021. Mr. Kirk recently notified the Board that he has changed jobs and is no longer eligible to serve in a Business/Commercial/Non-profit seat. While he no longer works in Chapel Hill, he still resides within the Town and would very much like to continue his service on the Board. The Board respectfully requests the Town Council to consider changing Mr. Kirk to a Residential seat so that he may continue serving.

If the Town Council approves the actions above, one Business/Commercial/Non-profit seat will remain vacant. The Board members will continue to encourage eligible applicants to apply.

BACKGROUND:

Board members noted that both Ms. Willis and Mr. Bench have previously served on Town boards/commissions and viewed their considerable experience as assets to the Stormwater Management Utility Advisory Board.

Note: Communications and Public Affairs notes that the Stormwater Management Utility Advisory Board reviewed the following applications: Neal Bench, and Rachel A Willis. One additional application Linda M Sanders was received between September 27, 2022 and January 4, 2023 for the Stormwater Management Utility Advisory Board.
