Approve the Miscellaneous Budget Ordinance Amendment to Adjust Various Fund Budgets for FY 2022-23.

Overview: After the council approves the annual budget, periodic changes require the Town to amend the current budget.
Recommendation(s):
That the Council:
* Enact the attached budget ordinance amendment to adjust the General Fund, Grants Fund, Climate Action Fund, and Library Gift Fund; and
* Enact the attached project ordinance amendment to adjust the Transitional Housing Fund, Capital Projects Ordinance Fund, and the 2021 Two-Thirds Bonds Fund.
* Adopt the attached resolutions to accept the Alcohol Beverage Control (ABC) Grant, Governor's Highway Safety Grant, and Blue Cross Blue Shield Grant.

Booker Creek Trail murals project donation - The New Hope Audubon Society has donated $2,000 to the Town in support of the Town's Pipes Murals Program to install art on the Booker Creek Trail. Enactment of the attached budget ordinance amendment would recognize and appropriate the $2,000 for use towards the murals project.
Botanical Gardens Land Purchase - On November 17, 2021, Town Council adopted a Resolution (2021-11-17/R-2) authorizing the Manager to enter into an agreement with the NC Botanical Garden Foundation, Inc. to provide $100,000 in Town funding toward the purchase of approximately 25 acres of privately held property, identified as Orange County GIS PIN 9787650461. The NC Botanical Garden and the NC Botanical Garden Foundation, Inc. desire to add this property to the existing Stillhouse Bottom Nature Preserve adjacent to Morgan Creek. An Agreement between the Town and NC Botanical Garden Foundation, Inc. has been prepared and is ready for execution upon establishment of funding for the purchase.
