MEMORANDUM

TO:                     Mayor and Town Council

FROM:                     Matt Gladdek, Executive Director of the Chapel Hill Downtown Partnership

SUBJECT:                     Recommendation for the vacancy(s)

DATE:                     May 11, 2022

RECOMMENDATION: The Chapel Hill Downtown Partnership met on April 14, 2022 and by a unanimous vote made the following recommendation(s) to the Town Council for consideration:

Jim Fine, Appointment, Downtown Property and Business Owner

Whitney St. Charles, Appointment, Downtown Property Owner

SPECIAL REQUEST(s): None

BACKGROUND: Our board needs to represent the interests of property and business owners in downtown that pay the downtown municipal service district tax. We currently have no representation from downtown office users or from property developers. Our two recommendations will provide valuable and necessary perspectives from these viewpoints, and will bring two of the biggest district tax payers onto our board.

Jim Fine and his family have operated Investor's Title and owned property in downtown Chapel Hill for decades. Jim will bring extensive institutional knowledge and relationships to our board and will help guide downtown into a future that is true to Chapel Hill. Additionally, Investor's Title operates offices across a number of buildings downtown and understands the issues office users and employees face in downtown.

Whitney St. Charles works for Grubb Properties and will bring to our board the knowledge and experience of a developer and property owner. As you know well, Grubb is in the process of rehabbing and building multiple properties on E. Rosemary Street including office, retail, and residential uses.

Thank you for your support of our board recommendations.

Note: Communications and Public Affairs notes that the Chapel Hill Downtown Partnership reviewed the following application Jonathan Bing, Jerel Bonner, Veronica Correa, Jim Fine, Cameron Sutton and Whitney St. Charles. One additional applications was received between April 14, 2022 and June 7, 2022 for the Chapel Hill Downtown Partnership for Jim Fine.
