Overview: The Council Committee on Boards and Commissions recommends the Stormwater Management Utility Advisory Board review Concept Plans for projects that exceed five acres of gross land area or include Resource Conservation District (RCD) on the site to provide more substantive and meaningful comments earlier in the development application process.
Recommendation(s):
That the Council authorize the Stormwater Management Utility Advisory Board to review Concept Plans for projects with a minimum of five acres of gross land area or contain Resource Conservation District (RCD) on the project site and authorize the Town Manager to update the Concept Plan Review application forms.

A RESOLUTION TO ALLOW THE STORMWATER MANAGEMENT UTILITY ADVISORY BOARD REVIEW OF QUALIFYING CONCEPT PLANS (2021-06-28/R-2)
WHEREAS, the Town Council received a petition on October 28, 2020 from the Stormwater Management Utility Advisory Board, which was referred to the Council Committee on Boards and Commissions; and
WHEREAS, the Council Committee on Boards and Commissions recommends the Stormwater Management Utility Advisory Board review concept plans for projects that exceed five acres of gross land area or include Resource Conservation District (RCD) on the site; and
WHEREAS, the Council Committee on Boards and Commissions recommends simultaneous concept plan review by the Stormwater Management Utility Advisory Board and Community Design Commission to provide more substantive and meaningful comments earlier in the development application process.
