Overview: The purpose of this item is to recommend that the Council award a bid to Carolina Sunrock, LLC for construction of the Estes Drive Bicycle-Pedestrian Improvements from Martin Luther King Jr. Blvd. to Caswell Rd. The project includes raised bike lanes on both sides of the road, a multiuse path on the north side, and a sidewalk on the south side. The project also includes additional turn lanes at the Estes Drive/Martin Luther King Jr. Blvd. intersection and enhanced crosswalks with Rectangular Rapid Flashing Beacons (RRFBs) at the intersections of Somerset Dr. and Caswell Rd.

 

Recommendation(s):

That the Council:

                     Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, Carolina Sunrock, LLC, in an amount of $4,809,529.95.

                     Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the budgeted amount.

 

Key Issues:

                     Estes Drive is a crucial east-west corridor that provides access to two schools, the Chapel Hill Public Library, residential neighborhoods, and the future North-South Bus Rapid Transit.

                     This section of Estes Drive is currently a major gap in the bicycle and pedestrian network in Chapel Hill and was highlighted as a priority in the Central West Small Area Plan (2013), the Chapel Hill Bike Plan (2014), and the Mobility and Connectivity Plan (2017, 2020).

                     The project is funded with 80% federal funds, including Congestion Mitigation and Air Quality (CMAQ), Surface Transportation Block Grant (STBG), and Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). It is managed by Town staff with oversight and approvals by the North Carolina Department of Transportation (NCDOT).

                     The Town initiated planning and design for the project in April 2015, advertised the project for bid on April 13, 2021, and held a non-mandatory pre-bid conference on April 20, 2021. The Town received three bids on May 11, 2021, and staff qualified Carolina Sunrock, LLC as the lowest responsive, responsible bidder.   

                     Staff anticipates that the contractor will begin work in July of this year and construction is expected to last 15-18 months.

                     Town staff, the Construction Administration firm (yet to be hired), and the Communications and Public Affairs Department (CaPA) will conduct robust public outreach prior to beginning construction and will coordinate with other major construction projects in Town. Information on project progress will be available to the public on the Town’s website.

                     During construction, the contractor will maintain access to all driveways along Estes Drive and will communicate impacts to traffic widely and frequently.

                     The final contract award is contingent on NCDOT concurrence with the bid amount, which is expected in June.

 

Fiscal Impact/Resources: Eighty percent of the project budget comes from federal funds received through the Metropolitan Planning Organization (MPO) in the amount of $4,141,028. The Town’s local match of $949,406 comes from 2015 Bond funds, revenue in-lieu, and OWASA reimbursement for waterline betterment.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH CAROLINA SUNROCK, LLC IN AN AMOUNT OF $4,809,529.95 FOR CONSTRUCTION OF THE ESTES DRIVE BICYCLE-PEDESTRIAN IMPROVEMENTS AND APPROVE CHANGE ORDERS WITHIN THE BUDGETED AMOUNT (2021-05-26/R-2)

                     

WHEREAS, the Town of Chapel Hill solicited formal bids for Estes Drive Bicycle-Pedestrian Improvements on the Town website on April 13, 2021 in accordance with N.C. General Statute Sec. 143-129; and

 

WHEREAS, the Town of Chapel Hill held a pre-bid conference on April 20, 2021; and

 

WHEREAS, three responsive bids were received and opened on May 11, 2021; and

 

WHEREAS, the responsive bids were evaluated and Carolina Sunrock, LLC was determined to be the lowest responsive, responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, Carolina Sunrock, LLC, in an amount of $4,809,529.95.

 

BE IT FURTHER RESOLVED that the Town Manager is authorized to approve change orders as necessary provided that the contract cost remains within the budgeted amount.
