MEMORANDUM

TO:                      Mayor and Town Council

FROM:                      Council Committee: OWASA Interviews

(Council Members Gu, Parker, and Stegman)

SUBJECT:                     Recommendation for the vacancy(s)

DATE:                     April 30, 2021

RECOMMENDATION: The Council Committee: OWASA Interview met on Friday, April 30, 2021 at Noon to 1:10 PM and by a unanimous vote made the following recommendation(s) to the Town Council for consideration:

                     Todd Bendor, Appointment Town Resident

                     David Gorelick, Appointment Town Resident

SPECIAL REQUEST(s):  The Committee recommends the Council appoint Messrs. Bendor and Gorelick. However, the Committee reiterates its concern with the lack of diversity on the Board, despite Council members recruitment efforts.  If Council members know of an applicant, then the Committee can interview such an individual and would recommend deferring Mr. Gorelick’s appointment.  If the Council does not believe that a more diverse individual can be identified in a timely manner, then the Committee recommends the Council appoint Mr. Gorelick at this time, as he provides a younger perspective.

BACKGROUND: Todd Bendor brings a strong urban and environmental planning background to support the Board.  He also has solid familiarity with the Orange Water and Sewer Authority as an organization.  David Gorelick also has strong educational experience in the water supply field.  He brings an undergraduate and graduate student perspective, which also provides some diversity to the board.

Note: Communications and Public Affairs notes that the Council Committee: OWASA Interviews reviewed the following applications: Todd Bendor, Michael Conway, David Gorelick, Arthur Greenberg, Adam Haggerty, and Aaron Westrick. Adam Haggerty and Aaron Westrick withdrew application on April 27. No other applications were received for the Orange Water and Sewer Authority Board of Directors.
