Overview: The Chapel Hill Town Council adopted the Stormwater Master Plan in September 2014 <http://chapelhill.granicus.com/MetaViewer.php?view_id=7&clip_id=2172&meta_id=102497>. A key recommendation of the plan was to continue the subwatershed studies. The Eastwood Lake Subwatershed Study is completed; staff have posted the draft report <http://bookercreekplan.org/?ddownload=792> and appendices <http://bookercreekplan.org/?ddownload=794> to the study website for public review and comment.
The projects identified in the Lower Booker Creek Subwatershed Study, e.g., Elliott Flood Storage in Booker Creek Basin Park, were prioritized and approved by the Town Council in 2017. As each subwatershed study is completed, more projects are identified and prioritized using the same criteria established in the Lower Booker Creek Subwatershed Study. To provide the Town Council with the information it needs to allocate resources that provide the most benefit and are cost effective, the new projects based on their scoring are merged into the existing priority list.

Recommendation(s): |
That the Council adopt the Eastwood Lake Subwatershed Study Report and Appendices, and approve the attached merged priority lists of projects.
Key Issues:
• The consultant evaluated potential solutions for mitigating flooding, water quality, and stream stability problems, recognizing that there is a significant amount of existing development with little, if any, stormwater management in the Eastwood Lake subwatershed.
• The Eastwood Lake subwatershed land use is primarily single-family, the area is characterized by steep slopes, and the drainage system is comprised of mostly open channels and culverts.
• Most of the stream stabilization projects involve private property. Implementation will require participation by the property owners.
• The recommended projects provide local benefits and provide cumulative benefits to downstream areas.
Fiscal Impact/Resources: There are funds in the FY21 Stormwater budget to proceed with the design of the next project, which is the Red Bud Flood Storage (previously approved in the Lower Booker Creek Subwatershed Study). Construction of the Red Bud project and the design and construction of up to the next two prioritized projects will use the remaining $3.2 million of the Stormwater Improvement Bond funds authorized in the 2015 referendum. The bond issuance is tentatively scheduled for Spring 2022.
In addition, the Town has submitted a Building Resilient Infrastructure and Communities (BRIC) grant application to the Federal Emergency Management Agency (FEMA), which would fund the design and construction of up to five projects.

A RESOLUTION TO ADOPT THE EASTWOOD LAKE SUBWATERSHED STUDY REPORT, APPENDICES, AND MERGED PRIORITY LISTS (2021-05-05/R-11)
WHEREAS, the Town Council adopted the Stormwater Master Plan that included a recommendation to continue the subwatershed studies; and
WHEREAS, the Town of Chapel Hill contracted with W. K. Dickson, Inc. to perform the Eastwood Lake Subwatershed Study; and
WHEREAS, W. K. Dickson, Inc. has completed the Eastwood Lake Subwatershed Study Report and Appendices and provided merged priority lists for primary and secondary systems.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council adopts the Eastwood Lake Subwatershed Study and Appendices, and approves the merged priority lists of projects.
