Overview: Staff will present information about the revised Climate Action and Response Plan, including a summary of the revisions made since the Council reviewed the Plan on January 27. Staff will also describe recent data-gathering efforts and how this work relates to the proposed next steps for transitioning to the implementation phase of the project. Similar to action taken by other North Carolina communities, the second resolution would declare a climate emergency and outline key areas of emphasis for plan implementation.
Recommendation(s):
That the Council 1) adopt the revised Climate Action and Response Plan, 2) request that the Town Manager develop funding options for the Council to consider as part of the FY21-22 budget process, and 3) consider joining other North Carolina municipalities in declaring a climate emergency.
Fiscal Impact/Resources: A range of cost estimates are provided within the Climate Action and Response Plan. To begin thinking about how to address these costs, we recommend that the fiscal impacts associated with the plan be discussed in more detail as part of the FY21-22 budget process.
