Overview: During the Spring and Summer of 2020, the Town of Chapel Hill participated in the collaborative update of the Eno-Haw Hazard Mitigation Plan. In addition to fostering interlocal cooperation, adopting this plan will allow the Town to remain eligible to receive Federal and State Hazard Mitigation Funding. Orange County has already adopted a resolution for this 2020 update, which is attached to this item.


Recommendation(s):
That the Council adopt the resolution to adopt the 2020 Update to the Eno-Haw Hazard Mitigation Plan.

Key Points:
* The federal "Disaster Mitigation Act of 2000" (DMA 2000) (PL 106-390) requires local governments to adopt a hazard mitigation plan and update it every five years to be eligible for hazard mitigation funding.
* North Carolina General Statute ?166A-19.41 requires that the eligible entity have an approved hazard mitigation plan to receive State public assistance funds following a disaster.
* The State of North Carolina Division of Emergency Management prioritizes planning funds for counties that collaborate with neighboring jurisdictions to create regional hazard mitigation plans.
* The Eno-Haw Regional Hazard Mitigation Plan was approved by the North Carolina Division of Emergency Management on May 25, 2015, by the Federal Emergency Management Agency on August 3, 2015, and by the Orange County Board of Commissioners on June 16, 2015.
* In Fall 2019, the Town of Chapel Hill joined Orange County, the Town of Carrboro, the Town of Hillsborough, the County of Durham and its encompassed municipalities, and the County of Alamance and its encompassed incorporated areas to update the 2015 Eno-Haw Regional Hazard Mitigation Plan.
