Overview: The Town has received an offer of $21,000 from Kelley Fitch, an adjacent property owner for the sale of a portion of property that is a part of the Town’s Oakwood Public Housing community located in Carrboro.

Recommendation(s):

That the Council adopt the resolution authorizing the sale of 1/10^th of an acre of property in the Oakwood Public Housing neighborhood for $21,000.

Background:

•                     On September 9, 2020 <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=4633748&GUID=48F336F0-93E3-4433-A3DE-AF53D2D4B2A2>, the Council authorized the sale of Public Housing property located at 605 Oakwood Avenue, near the entrance of the Oakwood Public Housing neighborhood.

•                     The 1/10^th of an acre is not located in an area that impacts the residents, buildings, or visitors.

•                     Consistent with N.C.G.S. 160A-269:

o                     A Notice of Offer to sell was posted in a local newspaper from 09/14 to 09/24.

o                     We did not receive any upset bids.

o                     Council approval to authorize conveyance.

•                     The U.S. Department of Housing and Urban Development (HUD) requires evidence of Council approval of the sale. 

Fiscal Impact/Resources: If the offer is accepted, the Town would receive $21,000 that would be placed in the Public Housing operating fund.

A RESOLUTION AUTHORIZING THE SALE OF 1/10^TH OF AN ACRE IN THE OAKWOOD PUBLIC HOUSING NEIGHBORHOOD (2020-10-28/R-11)

WHEREAS, the Town of Chapel Hill has received and proposes to accept a $21,000 cash offer for the sale of property located in the Oakwood Public Housing neighborhood in Carrboro; and

WHEREAS, the 1/10^th of an acre owned by the Town of Chapel Hill is located within the Oakwood Public Housing neighborhood in Carrboro at: 605 Oak Avenue, Carrboro, contiguous to 612 N. Greensboro Road, Carrboro, NC 27510; and

WHEREAS, pursuant to N.C.G.S. 160A-269, a Notice of Offer ran in the newspaper from September 14^th until September 24^th and no upset bids were received.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the sale of 1/10^th of an acre in the Oakwood Public Housing community for $21,000 to Kelley Fitch of 612 North Greensboro Road, Carrboro, NC 27510.

BE IT FURTHER RESOLVED that the Council authorizes the Town Manager and Town Attorney to execute all documents associated with this sale.
