A RESOLUTION MAKING A RECOMMENDATION TO THE ORANGE COUNTY BOARD OF COMMISSIONERS REGARDING THE ORANGE COUNTY RESIDENT SEAT ON THE CHAPEL HILL PARKS, GREENWAYS, AND RECREATION COMMISSION (2020-10-28/R-26)

 

WHEREAS, the Orange County Board of Commissioners has a resolution regarding the Orange County Appointment and Orientation Process for Boards and Commissions that specifies “… When a vacancy exists, the municipality will be requested to provide to the Board of County Commissioners a resolution with a recommendation for that vacancy;” and

 

WHEREAS, the Chapel Hill Parks, Greenways, and Recreation Commission has reviewed the viable application and made a recommendation to the Chapel Hill Town Council.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council recommends the Orange County Board of Commissioners reappoint Alice Armstrong to the Chapel Hill Parks, Greenways, and Recreation Commission Orange County Resident position.

SUBJECT:                     Recommendation for the vacancy(s)

RECOMMENDATION: The Parks, Greenways, and Recreation Commission met on September 15,

2020 and by a unanimous vote made the following recommendation(s) to the Town Council for

consideration:

 

                     Alice Armstrong, Reappointment, Orange County Resident

                     Leah Boucher, Appointment, Town Resident

                     Tyler Steelman, Appointment, Town Resident

 

SPECIAL REQUEST(s): To reappoint Alice Armstrong as the Orange County Resident to the Parks, Greenways, and Recreation Commission.

 

BACKGROUND:

Leah Boucher is a native of Chapel Hill and an avid user of the Town’s Parks and Greenways. She is also a Consumer Insights professional, which involves listening to the needs of people from various backgrounds. Leah believes in the importance of listening to diverse populations and wants to use this skill as a commission member to bring different perspectives and needs to the Town. Leah led the Rahkis Elementary School playground expansion, which included raising $65,000 in funds to help pay for the new equipment.

 

Tyler Steelman is a graduate student at UNC-Chapel Hill and was a seasonal employee for his hometown’s Parks and Recreation Department for youth recreation and sports. He has training in GIS methods and practices and is interested in using his knowledge to help the Town with care and maintenance of our cemeteries.

 

Alice Armstrong is a retired law professor who lives in Orange County. Alice uses the Towns parks and greenways.  She has been an active committee member and regularly informs the Commission of parks, greenways, and recreation development and activities within the County.

 

The Commission was also particularly pleased to meet five of the eight applicants to serve on the Commission and was impressed by each of the applicant’s interests and perspectives they offer. The Commission appreciates the opportunity to review and make a recommendation regarding applications to serve on the Commission.

 

Note: Communications and Public Affairs notes that the Parks, Greenways and Recreation Commission reviewed the following applications: Alice Armstrong, Leah Boucher, Donna Dodson, Andra Ghent, Amy Rose, Macie Rouse, Alexandra Sheaves, Tyler Steelman, and Wendy Whitener. One (1) additional application has been received from Marshall Rohde between September 15, 2020 and Wednesday, October 21, 2020 for the Parks, Greenways and Recreation Commission.
