Overview: The purpose of this agenda item is for the Council to receive a report on the progress of the Orange County Food Council (OCFC) since the Town entered into a Memorandum of Understanding to jointly fund this initiative in January of 2019.


Recommendation(s):
That the Council receive this report.

Background of OCFC:
* Coalition of community members committed to building a healthy food system for all Orange County, including representatives from:
o local government, educational institutions, food-related agencies, individual citizen-consumers, food producers, providers and entrepreneurs.
* Mission: to grow a community-driven food system that ensures access to nutritious foods for all, promotes sustainable agriculture, increases economic development, and advances social justice.
* OCFC proposed a shared funding arrangement to Orange County and the Towns of Chapel Hill, Carrboro, and Hillsborough in spring 2018 for a full-time Coordinator and operating expenses.
* The Council approved a Memorandum of Understanding (MOU) in January of 2019 to support the OCFC.
o The MOU covers a two-year period from the date of execution and can be renewed for up to five additional two-year terms.

Fiscal Impact/Resources: The Council-approved MOU with the OCFC uses a population-based formula to determine each jurisdiction's portion of funding. Based upon the 2010 Census data, the percentage contributions already included in the FY21 Adopted Budget are as follows:
