Overview: On February 12, 2020 staff provided an update on the Elliott Road Extension design and plans for construction. The roadway plans are complete and the project was put out to bid on July 7, 2020. Staff received three bids on July 24, 2020, and Conti Enterprises, Inc. was the lowest responsive, responsible bidder.


Recommendation(s):
That the Council adopt a resolution declaring the Town's intent to reimburse the Town for Elliott Road extension project expenditures and adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with Conti Enterprises, Inc. in an amount of $6,047,442.

Key Issues:
* The construction cost is now higher than the estimate when Council authorized staff to proceed with construction in 2018.
* The total cost to construct the road is estimated to be $6.88 million.
* Additional funding is needed to construct the road.
* Construction is expected to begin in fall 2020.

Fiscal Impact/Resources: The original funding plan allocated $5 million to the Elliott Road Extension (Phase II). Due to a combination of project cost increases and project budget decreases that were discussed at the February 12, 2020 Council work session, there is a funding gap of $3.88 million. The Town is expecting an additional $434K from the North Carolina Department of Transportation (NCDOT) but we do not know the timeline for receipt of funds. If we receive these funds, the funding gap would be $3.44 million.
