Overview: The Town is a member of the Orange County HOME Consortium along with Orange County, Carrboro and Hillsborough. The Five-Year Consolidated Plan establishes the Orange County HOME Consortium’s goals for the next five-year period. The plan also meets the federal Community Development Block Grant five-year planning requirements. The proposed priorities in the plan are housing for people experiencing homelessness, housing for low- and moderate-income households, housing for people with service needs, and community development and services. 

 

The draft Consolidated Plan can be found on Orange Countys website <https://orangecountync.gov/2337/HOME-Consolidated-Plan>. The Consortium is also required to prepare an Analysis of Impediments to Fair Housing Choice in Orange County <https://orangecountync.gov/DocumentCenter/View/10462/Orange-County-AI---Published-Draft?bidId=>. This analysis identifies barriers to fair housing and provides helpful information as we develop the Consolidated Plan. The planning process was accomplished through a series of public meetings, stakeholder interviews, resident surveys, statistical data, and review of previous community development plans. The U.S. Department of Housing and Urban Development (HUD) requires approval of the Consolidated Plan from all four jurisdictions before the document is submitted to HUD on May 15, 2020.

 

Recommendation(s):

That the Council adopt the attached resolution authorizing the submittal of the 2020 - 2025 Consolidated Plan to the U.S. Department of Housing and Urban Development.

 

Background

                     Orange County leads the HOME Consortium in partnership with the Towns of Chapel Hill, Carrboro, and Hillsborough.

                     The Consortium pursued several strategies to gain public input on the creation of this plan.  Below is a review of the community input process and those strategies.  All comments from the public are incorporated into the Consolidated Plan.

                     After submittal of the Consolidated Plan, each year, the Consortium will submit an annual update to the Plan to HUD.

                     All four jurisdictions must approve the Consolidated Plan before the document is submitted to HUD on May 15, 2020.

 

Overview of Community Input Process

This Consolidated Planning process included multi-part community engagement, consisting of an online survey, community input meetings, and online community input webinars.

                     January - February: Housing and Community Development needs survey sent to stakeholders and available for the community to provide feedback on Chapel Hill and Orange County needs

                     February 14, 2020, 1:00 pm: First Public Input Webinar (online)

                     February 19, 2020, 7:00 pm: Public Hearing at the Carrboro Town Hall

                     February 23, 2020, 2:00 pm: Public Hearing at the Hillsborough Police Substation

                     February 25, 2020, 1:00 pm: Second Public Input Webinar (online)

                     February 26, 2020, 6:30 pm: Public Hearing at the Hargraves Center in Chapel Hill

Fiscal Impact/Resources: Submitting the Consolidated Plan will allow the Town to continue to receive federal Community Development funds and federal HOME Program funds through the Orange County HOME Consortium.
