Overview: The Town is a member of the Orange County HOME Consortium along with Orange County, Carrboro and Hillsborough. The Five-Year Consolidated Plan establishes the Orange County HOME Consortium's goals for the next five-year period. The plan also meets the federal Community Development Block Grant five-year planning requirements. The proposed priorities in the plan are housing for people experiencing homelessness, housing for low- and moderate-income households, housing for people with service needs, and community development and services.

The draft Consolidated Plan can be found on Orange County's website. The Consortium is also required to prepare an Analysis of Impediments to Fair Housing Choice in Orange County. This analysis identifies barriers to fair housing and provides helpful information as we develop the Consolidated Plan. The planning process was accomplished through a series of public meetings, stakeholder interviews, resident surveys, statistical data, and review of previous community development plans. The U.S. Department of Housing and Urban Development (HUD) requires approval of the Consolidated Plan from all four jurisdictions before the document is submitted to HUD on May 15, 2020.


Recommendation(s):
That the Council adopt the attached resolution authorizing the submittal of the 2020 - 2025 Consolidated Plan to the U.S. Department of Housing and Urban Development.
