Overview: The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs. The recommended 2020-21 CDBG Program Plan includes recommended activities for $424,994. Eligible activities must serve households earning less than 80% of the area median income, or $67,850 for a family of four.
The Town also received notice on April 9, 2020 of an additional allocation of $245,693 made available through the passage of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These CDBG-CV funds are to assist with efforts to address community needs related to COVID-19. Town staff is recommending a CDBG-CV program plan to assist in meeting the increased demand for homeless and housing case management services due to COVID-19, and the anticipated increased need for rental and homeownership assistance for low-moderate income residents.
Recommendation(s):
That the Council 1) Adopt the attached resolution approving the recommended 2020-2021 Community Development Program Plan for use of $424,994 and the recommended CDBG-CV Plan for use of $245,693, and authorizing the Town Manager to submit the Plans to the U.S. Department of Housing and Urban Development as part of the recommended Five-Year Consolidated Plan; and
2) Enact the attached project ordinances to establish the CDBG budget for the 2020-2021 program and the CDBG-CV budget for COVID-19 assistance.
