Overview: On October 2, 2019, the Parks, Greenways and Recreation Commission (PGRC) petitioned the Town Council to reconsider designating a Cemetery Champion Seat on the Commission due to challenges filling the seat and the belief that appointed members are capable of fulfilling the goal of representing cemetery interests without a designated seat.

 

Recommendation(s):

That the Council enact the ordinance to amend Chapter 12, Article II of the Town Code of Ordinances to modify the Membership and Charge of the Parks, Greenways and Recreation Commission with regard to the Cemeteries Champion Seat and interests.

 

Key Issues:  The Council Committee on Boards and Commissions met on February 18, 2020. The Committee recognized that the Town is not expanding the Town’s Cemeteries and that much of the focus is on the maintenance of current properties, which is a function under the Town Manager’s purview, and enhanced by the PGRC’s recommendations. The Committee understood the challenges with maintaining a Champion seat.

AN ORDINANCE TO AMEND CHAPTER 12, ARTICLE II OF THE TOWN CODE OF ORDINANCES TO AMEND SECTION 12-17 (MEMBERSHIP) AND SECTION 12-23 (CHARGE) OF THE PARKS, GREENWAYS AND RECREATION COMMISSION WITH REGARD TO THE CEMETERIES CHAMPION SEAT AND INTERSTS (2020-03-04/O-1)

 

WHEREAS, on October 2, 2019, the Parks, Greenways and Recreation Commission (PGRC) petitioned the Town Council to reconsider the designation of a Cemetery Champion Seat on the Commission due to challenges filling the seat and the belief that appointed members are capable of fulfilling the goal of representing cemetery interests without a designated seat; and

 

WHERAS, the Council Committee on Boards and Commissions met on February 18, 2020. The Committee recognized that the Town is not expanding the Town’s Cemeteries and that much of the focus is on the maintenance of current properties, which is a function under the Town Manager’s purview, and enhanced by the PGRC’s recommendations. The Committee understood the challenges with maintaining a Champion seat; and

 

WHEREAS, the Committee recommends that the Council amend the Parks, Greenways and Recreation membership and charge. 

 

NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:

 

Section 1.  Section 12-17 of the Town Code is hereby revised to read as follows:

 

“Sec. 12-17. Membership.

The commission shall consist of nine (9) commissioners, all of whom shall be appointed at large. Eight (8) members shall be residents of the town appointed by the town council. One (1) of the town appointed seats shall be designated as a cemeteries champion seat to focus on cemetery interests. One (1) member shall be a resident of Orange County appointed by the Orange County Board of Commissioners.

The council shall request that the town's youth teen council appoint a representative to attend commission meetings and serve as a liaison. “

Section 2.  Section 12-23 of the Town Code is hereby revised to read as follows:

 

“Sec. 12-23. Charge.

                     The charge of the commission is as follows: The charge of the Chapel Hill Parks Greenways and Recreation Commission is to enhance the quality of life and health of our community by advising town council and staff on the development and maintenance of quality, diverse and innovative recreational, leisure and cultural facilities and programs that are safe, affordable and accessible. The Commission shall also advise the Council and staff on the maintenance and interests of the cemetery facilities.”

 

Section 3. This ordinance shall become effective upon enactment.
