Overview: The purpose of this item is to present information on design options for a pedestrian and bicycle facility along Fordham Boulevard from Cleland Drive to Willow Drive.

 

Recommendation(s):

That the Council review options for the Fordham Boulevard Sidepath project.

 

Key Issues:

                     Residents of the Little Ridgefield neighborhood (adjacent to the proposed sidepath) have expressed concerns about safety, noise, and loss of vegetative buffer along Fordham Blvd.

                     The residents proposed a ‘shared street <https://nacto.org/publication/urban-street-design-guide/streets/residential-shared-street/>’ concept from Ridgefield Road to Willow Drive, which would route bicycles and pedestrians onto neighborhood streets where they would share low-speed, low-volume roads with vehicles.

                     A design consultant developed three alternate designs for the segment between Ridgefield Road and Willow Drive:

o                     A sidepath running along Fordham Boulevard as originally proposed

o                     A shared street along Hickory Drive

o                     A shared street along Hickory Drive with a sidewalk on one side

                     Staff and the consultant have prepared materials to address the noise and vegetative buffer concerns raised by residents.

o                     Noise analysis and memorandum

o                     Illustrated clearing limits for sidepath construction

o                     Proposed landscape plans, including cross-section diagrams

                     Staff will return on March 4, 2020 to ask for Council to approve a design alternative for the project.

 

Fiscal Impact/Resources: The project has an approved budget of $1,058,000, which includes $846,400 in federal funds (80%) and a local match of $211,600 (20%) from the 2015 Transportation Bond.
