Overview: The Glen Lennox Development includes the construction of a new road, Glen Lennox Drive. The original design of Glen Lennox Drive connected to Fordham Boulevard and included a median and non-protected bike lanes. To help with safety, the median was removed to allow for a shorter crosswalk at the intersection of Fordham Blvd. and to add protected bike lanes on Glen Lennox Drive. The narrower roadway allows the public right-of-way to be narrowed from the currently platted 96' width to 79' wide. We are therefore requesting the Town of Chapel Hill to close the unnecessary right-of-way.
North Carolina General Statute Sec. 160A-299 sets the process for closing public rights-of-way (see copy attached). The steps outlined in this report and the attached resolution follow the statutory requirements.
Recommendation(s):
That the Council adopt the resolution to call a Public Hearing for January 8, 2020 to consider closing a portion of the public right-of-way on Glen Lennox Drive between Flemington Road and Fordham Boulevard.
Fiscal Impact/Resources: Impacts to future investments are unknown.
