Recommendation(s):
That the Council make appointments to the Board of Adjustment for two Town seats. The Council may also make a recommendation to the Orange County Board of Commissioners for the two County seats.
Modified Appointment Process
Despite multiple recruitment efforts, the County has not received any applications from residents within Chapel Hill's Extraterritorial Jurisdiction or within the Joint Planning Area. Per the Joint Planning Agreement, the positions may be filled with Town residents.
We propose a modified appointment process where the Council would select up to four Town residents. If the Council agrees with the Board of Adjustment's recommendation, then Thomas Wortman would fill the County Resident seat, Ian Morse would fill the County Alternate seat, and Thomas Grasty and Enton Hito would fill the Town Alternate seats.
Otherwise, we recommend a process of using alphabetical order by applicant's last name; the Council would fill the two Town positions and adopt a resolution transmitting a recommendation to the County Commissioners for the two County positions.
