Overview: To support the development of the NSBRT and to respond to Council’s interest to study Transit Oriented Development (TOD) along the NSBRT corridor, a series of interactive community engagement events are planned for the weekend of July 12 - 15 facilitated by the NSBRT consultant team that includes AECOM and Dover, Kohl & Partners.
This weekend will begin on July 12, 2019 with a Council Work Session to review the scope of the TOD study and to begin the conversation regarding the opportunities for creating “places” in proximity to the future Bus Rapid Transit stations. These placemaking discussions will include both the private and public realm (public/civic spaces, streets, etc.) as well as the interface between private properties and the public environment.
During the community engagement events (Please see the attached agenda.), the consultant team will lead engagement activities designed to capture and illustrate participant input for review by community members and the Town Council.
At the Town Council meeting at 5:30pm on July 15, 2019, the consultant team will recap the weekend events, provide a summary of the input received, and review draft station area illustrations.
Background:
The North-South Bus Rapid Transit (NSBRT) project supports the goals of Chapel Hill 2020, which calls for improved transit service on Martin Luther King, Jr. Boulevard. Consequently, Chapel Hill Transit has been working toward the development of the NSBRT as follows:
• On November 9, 2015, <http://chapelhill.granicus.com/MetaViewer.php?view_id=7&event_id=440&meta_id=109516> the Council received an update on the NSBRT Project;
• On April 27, 2016, <http://chapelhill.granicus.com/MinutesViewer.php?view_id=21&clip_id=2756&doc_id=07ee9193-0e26-11e6-8170-f04da2064c47> the Council adopted the Locally Preferred Alternative (LPA) with three (3) running-way options for the northern section of the NSBRT Project; and,
• On January 16, 2019, <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=3838442&GUID=913FECA8-4404-458A-A486-EFF5EA2AE2C3&Options=&Search=> the Council adopted a resolution to recommend a revised LPA for the NSBRT Project.
• This community engagement event builds on community and stakeholder input efforts dating from 2013, and there will be additional outreach opportunities in the future.

Recommendation(s): |
• On July 12, 2019, that the Council provide initial feedback on Transit Station Design and Transit Oriented Development along the NSBRT corridor; and,
• On July 15, 2019, that the Council review and discuss the community input compiled from the weekend’s community engagement events.
Fiscal Impact/Resources: The cost of the North-South BRT Transit Oriented Development and Market Study is approximately $129,000. Currently, NSBRT costs are part of the Orange County Transit Plan.
