Overview: This action approves authority for agreements totaling $446,500.  In the Human Services Program Results Framework approved by the Town Council on June 20, 2018, the Human Services Advisory Board identified the following strategic objectives:  (1) Children improve their education outcomes, (2) Residents increase their livelihood security, and (3) Residents improve their health outcomes.

 

Recommendation(s):

That the Council adopt the resolution to authorize performance agreements with human services agencies as recommended by the Human Services Advisory Board.

 

Overview of the Human Services Funding Process

                     The charge of the Chapel Hill Human Services Advisory Board is to assess the human service needs of Chapel Hill residents, identifying service gaps and ways to fill them, and advising the Town Council on funding needs.

                     The Town has a coordinated application process with Orange County and the Town of Carrboro. 

                     Key milestones in the funding process:

1.                     On November 6, 2018, the Human Services Outside Agency Application was made available on the three governments’ websites.

2.                     On November 27 and December 18, 2018, Chapel Hill, Carrboro and Orange County staff held an orientation for non-profit human service agencies to provide information about the funding process.

3.                     On January 8, 2019, the three governments held a Question and Answer session for all applicants.

4.                     Agencies requesting funding must complete a comprehensive written application and submit budget and annual financial audit documents by the established deadline of January 22, 2019.

5.                     The Chapel Hill and Carrboro Human Services Boards held joint hearings for agencies applying to both towns.  The Boards held joint hearings on March 11, 18, 25 and April 1, 8, and 15.

6.                     Each agency requesting over $5,000 presented its proposal and responded to questions from the Board Following the hearings the Board met on April 29 and May 7, 2019, to review applications and develop funding recommendations for 2018-2019 performance agreements.

                     This year, the Board received requests from 60 agencies totaling $1,320,118. 

                     The Board based its recommendation on the three strategic objectives identified in the Human Services Program Result Framework: 1) children improve their education outcomes, 2) residents increase their livelihood security, and 3) residents improve their health outcomes.

 

Fiscal Impact/Resources: The total amount appropriated for human services agencies in the FY19-20 Adopted Budget is $446,500.  The Board developed its recommendation using a budget of $446,500 and recommended allocation of funding to 41 agencies.
