Staff:

Department:

Public Works

Chris Roberts, Manager of Engineering and Infrastructure

Samantha Bauer, Communication Education Coordinator

Overview: The purpose of this item is to present the “Celebrating Our Successes” video as well as a presentation about the Town’s Stormwater Program and projects.

Recommendation(s):

That the Council receive the presentation.

Key Issues:

                     Infrastructure Improvements: The Town recently completed several stormwater infrastructure improvement projects such as the Perry Creek Drive Culvert repair, Booker Creek Road Culvert Replacement, and Elliott Road Culvert Replacement.

                     Subwatershed Studies: The Lower Booker Creek Subwatershed Study identified several priority projects for the Town to construct to help control flooding issues in the Lower Booker Creek Subwatershed.  The top project identified, Elliott Road Flood Storage, is nearing design completion and will begin this summer. Stormwater is proceeding with studies of the remaining 16 subwatersheds in the town and is nearing completion of the Eastwood Lake Subwatershed Study.

                     Stormwater Core Services:

o                     The Town’s Stormwater Maintenance Crew responds to drainage concerns. Examples include Hurricane Florence stream debris removal, pipe outfall rehabilitation, and drainage system improvements.

o                     The Town’s Stormwater Program is the local contact for the Clean Water Act (CWA) of 1972, which established the basic structure for regulating pollutant discharges into waters of the United States. The Illicit Discharge Ordinance allows us to enforce pollution prevention standards across the Town.  For more information about CWA, please use the following link:

<https://www.epa.gov/laws-regulations/history-clean-water-act>

o                     Per the Town’s National Pollutant Discharge Elimination System (NPDES) permit, the Stormwater Division educates the community on protecting water quality through various community events, programs such as the Clean Water Education Partnership (CWEP), at public schools, etc.

o                     The Stormwater Program protects stream buffers by both local buffer rules and Jordan Lake rules. The Town is the delegated authority for Jordan Lake Watershed rules. Town staff conduct all stream determinations within the Town for compliance.
