Approve Membership and Appoint Representatives to Orange County Climate Committee.

Overview: During the Assembly of Governments meeting on January 29, 2019, Climate Change Ad Hoc Committee members confirmed that climate change was a top priority for all of the Boards and expressed a desire to establish a more formal and inclusive committee as quickly as possible. The Board of Orange County Commissioners discussed the formation and proposed membership of this Climate Committee on March 7, 2019 and offered a recommended membership list (attached) for consideration by Carrboro, Chapel Hill, and Hillsborough. 

 

 

Recommendation(s):

That the Council approve the proposed membership of the Climate Committee, confirm the Town of Chapel Hill’s committee representation, and appoint a Council Member and an at-large member to serve on the committee.

 

 

Decision Points:

                     The County’s proposed Climate Committee membership is comprised of 31 representatives, including three Town of Chapel Hill representatives: a Council Member, a sustainability staff member, and an at-large appointee.

A RESOLUTION APPROVING MEMBERSHIP AND APPOINTING REPRESENTATIVES TO AN ORANGE COUNTY CLIMATE COMMITTEE (2019-04-10/R-7)

 

WHEREAS, during the Assembly of Governments meeting on January 29, 2019, Climate Change Ad Hoc Committee members confirmed that climate change was a top priority for all of the participating Boards, including Town of Chapel Hill, Town of Carrboro, Town of Hillsborough, and Orange County; and

 

WHEREAS, the consensus approach expressed at the Assembly of Governments meeting was to establish a more formal and inclusive Climate Committee by defining the membership of the committee and asking each of the participating entities to approve the membership composition and appoint representatives; and

 

WHEREAS, the Board of Orange County Commissioners discussed the formation and proposed membership of this Climate Committee on March 7, 2019 and offered a recommended membership list for consideration by the Boards of Carrboro, Chapel Hill, and Hillsborough.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council approves the Climate Committee membership proposed by the Board of Orange County Commissioners, which includes three Town of Chapel Hill representatives: a Council Member, a sustainability staff member, and an at-large appointee.

 

BE IT FURTHER RESOLVED that the Council hereby designates Council Member Hongbin Gu as the Chapel Hill Town Council appointee, authorizes the Town Manager to select a sustainability staff member, and designates                                            as the at-large appointee to the Climate Committee.

 

BE IT FURTHER RESOLVED that the Council asks that Orange County coordinate the first meeting of the Climate Committee, in order for representatives from each of the participating entities to begin meeting and to determine the final charge.
