Staff:

Department:

Loryn Clark, Executive Director

Housing and Community

Faith M. Thompson, Public Housing Director

Overview: Housing and Community staff, in conjunction with the Town’s public housing residents and community partners, developed a Master Plan to create a sustainable strategy relative to the maintenance, development, and redevelopment potential of our Public Housing communities. Consistent with this purpose is our mission to provide programs and services to help public housing families improve basic life skills and increase their economic independence.

Recommendation(s):

That the Council review and provide feedback on the attached draft Public Housing Master Plan.

Key Issues:

                     Staff, in conjunction with feedback from Council, identified developing a Master Plan as a key task of the Affordable Housing Work Plan.

                     While the world of Public Housing is in transition, the Town is responding by evaluating its assets and reviewing various strategies to maintain and increase the number of affordable housing units available to our low income residents.

                     Through housing preservation and new development, community programming and engagement, and operational excellence, we have the tools we need to continue to provide clean, safe, and affordable rental housing for the over 800 people we currently serve in public housing and to serve residents into the future.

                     We conducted extensive outreach with our residents as well as the broader community about plans for the future of public housing.

                     We will continue to identify funding sources to implement the Master Plan.

                     If the Council supports the direction outlined in the Master Plan, we would then identify a timeline for implementation.

Fiscal Impact/Resources: The United States Department of Housing and Urban Development (HUD) provides the Town an operating subsidy and capital funds to assist in funding the operating and maintenance expenses for its properties.  There is always commentary amongst professional organization and housing advocates that indicate federal funding could be eliminated. HUD’s Office of Public and Indian Housing (PIH) issued a notice in January 2019, signaling the agency’s intent to dramatically reduce its public housing stock Implementation of this Master Plan will require the Town to maximize any and all leveraging opportunities to provide additional affordable rental housing.
