Overview: On June 13, 2018, the Town Council adopted a framework to govern the activities and relationships with non-profit groups supporting Town activities, including two Friends groups (the Friends) and one Foundation. As a result, the two Friends groups reviewed and developed Performance Agreements and they are presented this evening for the Council's review.
Recommendation(s):
That the Council affirm the non-profit Friends of the Library and the non-profit Friends of Chapel Hill Parks and Recreation Department and authorize the Town Manager to enter into performance agreements with the Friends.
Key Issues:
* The performance agreements presented this evening are aligned with the framework adopted by the Town Council on June 13, 2018.
* The performance agreements have been reviewed by the Friends and Town Staff for consistency with best practices.
* Staff continues to work with the Library Foundation on a performance agreement, which will return to Council at a later date.
Fiscal Impact/Resources: The Departments will work with the Friends to establish gift funds to receive and appropriate monies raised by the non-profits. The system for tracking donations will be transparent to donors, the Friends, and Town Staff.
