memorandum

to:                     Mayor and Town Council

from:                     Wesley McMahon, Chair, Parks, Greenways, and Recreation Commission

subject:                     Recommendations for Two Commission Vacancies

date:                     December 4, 2018

Recommendation:  The Parks, Greenways, and Recreation Commission met on Tuesday, December 4, 2018 and by a unanimous vote of 6-0 have made the following recommendations to the Town Council for consideration:

                     Lydia Kivihya-ndugga, Appointment, Regular Seat

                     Renuka Soll, Appointment, Regular Seat

Special Requests:  The seat recommended for Renuka Soll has been held by Christopher Daley who was appointed in June 2018. Mr. Daley attended a portion of the August 2018 meeting, but has not attended a meeting since that time. He has missed three consecutive meetings without informing the Commission or staff that he would not be in attendance. Both the Chair and staff have tried to communicate with Mr. Daley, but have not been successful.

Background: The Commission considered the following points about the two recommended candidates:

Lydia Kivihya-ndugga - She expressed an interest in nature and the preservation of the environment and conservation. She is a user of the Town’s trails and greenways and would like to see more parks open to the public. She has earned a PhD in Public Health and had training in environmental ecology as an undergraduate.

Renuka Soll - She has been an active member of the Chapel Hill community for approximately 14 years. She has volunteered extensively in the Chapel Hill/Carrboro school system, her HOA, and other community organizations. She is also a frequent user of Town’s parks and the greenways system.

Note: Communications and Public Affairs notes that the Parks, Greenways and Recreation Commission reviewed the following applications: (Jenny) Lin Gao, Lydia K. Ndugga, William Rigby, Renuka Soll, and Xilong Zhao. Three additional applications have been received between December 4, 2018 and January 9, 2019 for the Parks, Greenways and Recreation Commission. Those were William T. Gray, Muragizi I. Miramba and Saijun Xue. Xilong Zhao was recently appointed to the Cultural Arts Commission.
